The Washington Navy Yard shooter who killed 12 people in September had his security clearance revoked weeks earlier—but then restored, the Associated Press reports.

Citing senior U.S. officials, the AP reports that a Navy review found that the company that employed the computer contractor withdrew his access to secret-level data for two days in August after a police incident in Rhode Island. The company then reinstated his access, though it’s unclear why, without ever having informed the Navy.

The gunman, Aaron Alexis, killed twelve people and injured three others Sept. 16 at the headquarters of the Naval Sea Systems Command before he was killed by police.
