Las Vegas police uncovered a plot Thursday hatched by two anti-government extremists to kidnap, torture and murder local police.

David Allan Brutsche, 42, and Devon Campbell Newman, 67, roommates who support the so-called “Sovereign Citizen” anti-government movement, did not target any particular officers or precincts, but they went to extreme lengths to prepare for the abductions and murders.

Police revealed that an undercover officer was with the pair as they bought guns, found a vacant house, and recorded videos explaining their plot to murder officers, ABC News reports. Ironically, both Newman and Brutsche were extremely suspicious of government surveillance throughout their four-month preparation, at one point unplugging the television to keep authorities from hearing their plot.

Las Vegas police Lt. James Seebock told ABC news that the plot amounted to domestic terrorism.
