		<description><![CDATA[(CAMARILLO, Calif.) — It seemed that each time wind-driven embers sparked new blazes or a wall of fire leaped a Southern California hillside and came charging toward hundreds of homes, an army of firefighters was right there to either douse or direct the flames away from humanity. As a result, the fire that broke out Thursday quickly moved through the Camarillo Springs area without destroying a single home. Firefighters were hoping for the same success on Friday, as the fire raged out of control miles away near the coast. Fifteen structures in the area 50 miles northwest of Los Angeles sustained some damage, and other homes in a wooded area were being threatened Friday by the blaze that had roared across 43 square miles. Some 900 firefighters using engines, aircraft, bulldozers and other equipment had it just 20 percent contained. Since daybreak, the fire has nearly tripled in size. To the north of the fire, parts of the Newbury Park community of Thousand Oaks are under mandatory and voluntary evacuations, Nash said. Overnight, Nash said firefighters plan to stockpile resources along a road that lies between the fire and Malibu, protecting homes on the fire&#8217;s eastern front. Of the thousands of homes threatened by flames, 15 have been damaged. The good fortune of the Camarillo Springs area wasn&#8217;t the result of luck or clairvoyance by firefighters. It came after years of planning and knowing that sooner or later just such a conflagration was going to strike. &#8220;When developers want to go into an area that is wild-land, it&#8217;s going to present a unique fire problem,&#8221; county fire spokesman Tom Kruschke said. &#8220;And you have to be prepared for that.&#8221; Camarillo Springs, which was nothing more than rugged backcountry when homes began to go up there 30 years ago, was well prepared. 		<description><![CDATA[(WASHINGTON) &#8212; The U.S. Forest Service is in the business of preventing fires, not starting them. Yet the agency set off alarms in Congress and state capitols across the West by citing the automatic spending cuts as the basis for demanding that dozens of states return $17.9 million in federal subsidies. And it&#8217;s all come down to a bureaucratic squabble over whether the money is subject to so-called sequestration because of the year it was paid &#8212; 2013 &#8212; as the Obama administration contends, or exempt from the cuts because of the year it was generated &#8212; 2012 &#8212; as the states insist. (MORE: Forest Service May Let More Fires Burn) Right now, it&#8217;s a standoff heightened by history and hard fiscal realities. But with taxpayer cash scarce, both sides are digging in: The Forest Service has to slash 5 percent of its budget under sequestration. The states, meanwhile, have depended for decades on a share of revenue from timber cut on federal land. Perhaps least willing to compromise are members of Congress who are up for re-election next year and are loath to let go of money that benefits potential voters back home. It&#8217;s not clear who gets to decide or whether the question ends up in court. But lines have been drawn. &#8220;We regret having to take this action, but we have no alternative under sequestration,&#8221; Forest Service Chief Tom Tidwell wrote in March to governors in 41 states, explaining that since the payments were issued in the 2013 budget year, the money would be subject to sequestration. Infuriated, Republicans and Democrats from Capitol Hill to the governor&#8217;s offices banded together to fight back, arguing the money was paid to the states well before the spending reductions went into effect. The governors of Alaska and Wyoming have flat out refused to send the money back. &#8220;The frustration level is off the charts on this,&#8221; said Sen. 		<description><![CDATA[(SEATTLE) — Police used &#8220;flash bangs&#8221; and pepper spray against some protesters who pelted them with rocks and bottles late Wednesday, as violence erupted during May Day in Seattle. Several dozen protesters, many using bandanas to cover their faces, began clashing with police in downtown Seattle hours after a peaceful immigrant-rights march ended. Protesters threw rocks and bottles at police officers and news crews. As they moved through downtown Seattle to another nearby neighborhood, they flung construction street barriers, trash cans and newspaper bins on the streets in an attempt to block advancing police officers. Windows of local businesses were broken and vehicles with people in them were banged around. &#8220;We&#8217;re a bigger and better city than this. I look at this and I am disappointed that this is the picture the world sees of us,&#8221; Seattle Mayor Mike McGinn said late Wednesday. Police used their bikes to shield businesses and eventually began to use pepper spray and &#8220;flash bang&#8217; grenades — releasing a flash of light, smoke and a loud noise — to disperse the crowd. But that pushed the group to the Capitol Hill neighborhood, and they left a wake of overturned trash cans and debris on the street, as well as smashed windows on local businesses. In the aftermath, 18 people were arrested, the Seattle Police Capt. Chris Fowler said. Fowler said that eight officer were injured, mostly scrapes and bruises. One officer was hit by a rock on her knee. The violence stemmed from a march that billed itself as an &#8220;anti-capitalism&#8221; protest. Initially, the protesters concentrated on a business sector of downtown Seattle. Despite lacking a permit to march, Seattle police escorted them as through downtown. 		<description><![CDATA[(BURKESVILLE, Ky.) — As Stephanie Sparks cleaned the kitchen, her 5-year-old son, Kristian, began playing with a rifle he was given last year. She stepped out onto the front porch, poured grease out of a frying pan for the dogs and &#8220;heard the gun go off,&#8221; a Kentucky coroner said. Authorities said the boy had fatally shot his 2-year-old sister, Caroline, in the chest. In rural southern Kentucky, far removed from the national debate over gun control, where some children get their first guns even before they start first grade, the accident stunned the community. Kristian&#8217;s rifle was kept in a corner of the mobile home, and the family didn&#8217;t realize a bullet had been left in it, Cumberland County Coroner Gary White said. &#8220;Down in Kentucky where we&#8217;re from, you know, guns are passed down from generation to generation,&#8221; White said. &#8220;You start at a young age with guns for hunting and everything.&#8221; What is more unusual than a child having a gun, he said, is &#8220;that a kid would get shot with it.&#8221; In this case, the rifle was made by a company that sells guns specifically for children — &#8220;My first rifle&#8221; is the slogan — in colors ranging from plain brown to hot pink to royal blue to multi-color swirls. &#8220;It&#8217;s a normal way of life, and it&#8217;s not just rural Kentucky, it&#8217;s rural America — hunting and shooting and sport fishing. It starts at an early age,&#8221; Cumberland County Judge Executive John Phelps said. &#8220;There&#8217;s probably not a household in this county that doesn&#8217;t have a gun.&#8221; In Cumberland County, as elsewhere in Kentucky, local newspapers feature photos of children proudly displaying their kills, including turkey and deer. 		<description><![CDATA[(MOBILE, Ala.) — A large fire that began with explosions aboard two fuel barges in Mobile, Ala., burned into Thursday morning after injuring three people. The cause of the fire was under investigation, U.S. Coast Guard spokesman Carlos Vega said shortly before dawn Thursday. Firefighters from Mobile and Coast Guard officials responded after 8:30 p.m. CDT Wednesday to a pair of explosions involving the gas barges in an area of the Mobile River east of downtown, authorities said. Additional explosions followed over the next few hours. Authorities say three people were brought to University of South Alabama Medical Center after suffering burn-related injuries. The three were in critical condition early Thursday, according to hospital nursing administrator Danny Whatley. Across the river, the Carnival Triumph, the cruise ship that became disabled in the Gulf of Mexico last February before it was towed to Mobile&#8217;s port, was evacuated, said Alan Waugh, who lives at the Fort Conde Inn in downtown Mobile, across the river from the scene of the explosions. Waugh saw the blasts and said throngs of Carnival employees and others were clustered on streets leading toward the river as authorities evacuated the shipyard. &#8220;It literally sounded like bombs going off around. The sky just lit up in orange and red,&#8221; he said, &#8220;We could smell something in the air, we didn&#8217;t know if it was gas or smoke.&#8221; Waugh said he could feel the heat from the explosion and when he came back inside, his partner noticed he had what appeared to be black soot on his face. 		<description><![CDATA[(HARTSVILLE, S.C.) — Firefighters racing to stamp out a mobile home fire Wednesday met with flames shooting from windows as a woman and others looking on pleaded for them to save four young children inside, witnesses told investigators. All four children, including twin girls, perished. It took firefighters less than 10 minutes to put out the fire once they arrived and after entering the charred, single-wide home, they found the bodies of the twin 1-year-old girls and their brothers ages 3 and 4, authorities said. The mother was so distraught it took hours to calm her. Investigators still aren&#8217;t sure where she was when the fire started, Darlington County Sheriff Wayne Byrd said. &#8220;Right now we can&#8217;t say whether she was inside or not,&#8221; Byrd said. Authorities were keeping everyone but investigators far from the home Wednesday evening near Hartsville, a city of some 8,000 people about 60 miles east of the state capital of Columbia. &#8220;Our hearts are heavy for these four young children. God have mercy on their souls. We did everything possible to save them,&#8221; Hartsville Mayor Mel Pennington said in a statement. A photograph tweeted by the sheriff showed the outside of the home seemingly relatively undamaged, while the inside looked charred. A tricycle and another children&#8217;s toy could be seen in the yard. Smoke could still be seen wafting from an open front door, fire hoses snaking inside. Arson investigators planned to work through the night trying to figure out what started the fire. 		<description><![CDATA[(PETERSBURG, Va.) — Police arrested three men and sought a fourth Tuesday after two Virginia State University freshmen were swept away while trying to cross a swift, rain-swollen river as part of an initiation rite. The body of one freshman, identified as Marvell Edmonson, 19, of Portsmouth, was recovered Monday. The search continued Tuesday for the second, Jauwan M. Holmes, 19, of Newport News. The four suspects are connected to an organization known as &#8220;Men of Honor&#8221; that conducted an initiation Saturday that required seven male VSU students to walk through the rushing rapids of the Appomattox River, police said. Mackey Sr., 35, of suburban Richmond; Eriq K. Benson, 19, of Quinton; and Cory D. Baytop, 26, of Newport News. Each has been charged with five counts of hazing. Police were seeking Charles E. Zollicoffer II, 29. An address was not provided. Benson and Baytop are VSU students. Benson&#8217;s attorney did not immediately return a telephone message. It was not clear if the other suspects had attorneys. Police Lt. Randy Horowitz described Men of Honor as a social club or &#8220;group whose mission is to build the character of young men.&#8221; He said he was not familiar with the organization beyond that, and said it was not sanctioned by VSU. University spokesman Thomas Reed said Men of Honor was not affiliated with VSU and he could provide no additional information on it. Students are provided with information about sanctioned groups on the campus, he said. Reed declined to discuss the arrests or the two students accused, citing the investigation. He acknowledged that the school has had problems with hazing in the past and has taken steps to eliminate it. In April, the president of the student government association was charged with hazing related to an incident off campus in neighboring Petersburg in August 2012. 		<description><![CDATA[(WARREN, Ohio) — A speeding sport utility vehicle taken without permission and carrying eight teenagers crashed into a guardrail Sunday morning and flipped over into a swampy pond in northeast Ohio, killing five boys and the young woman driving, the state highway patrol said. The Honda Passport veered off the left side of a road and overturned just south of the city of Warren, about 60 miles east of Cleveland, Lt. Anne Ralston said. Investigators say it came to rest upside down in the swamp and sank with five of the victims trapped inside. A sixth, who was thrown from the SUV during the crash, was found under it when the vehicle was taken out of the water. The two boys who survived escaped from the submerged vehicle and ran a quarter-mile to a home to call 911, the highway patrol said. State Highway Patrol Lt. Brian Holt said at an evening news conference that speed was a factor, although investigators were still trying to determine the speed at the time of the accident. &#8220;We will not be speculating on alcohol and-or drug usage pending toxicology reports,&#8221; Holt said. No one in the vehicle had permission to take it, but there were no theft reports, Holt said. The vehicle was licensed to a resident of Youngstown, about 20 miles away, he said. After the news conference, the gates of an impound lot were opened to show the wreck, with windows smashed and extensive damage to the front end, hood and roof. Ralston didn&#8217;t know where the teens were headed when the crash happened at about 7 a.m. and Holt said later it wasn&#8217;t clear how long they had been out. &#8220;All I know is my baby is gone,&#8221; said Derrick Ray, who came to the crash site after viewing his 15-year-old son Daylan&#8217;s body at the county morgue. He said he knew that his son, a talented football player who was looking forward to playing in high school, was out with friends, but didn&#8217;t know their plans. 		<description><![CDATA[(DETROIT) — Gov. Rick Snyder said Friday he has declared a financial emergency in Detroit, a determination that could lead to the appointment of an emergency manager over the city&#8217;s finances. Snyder told The Associated Press that his decision on whether to appoint an emergency manager will come after the city&#8217;s 10-day appeals process. He said Mayor Dave Bing&#8217;s office already has been notified of a March 12 hearing date. Snyder said he already has a candidate in mind for the emergency manager position, but declined Friday to released details about that person. The move was all but guaranteed after a review team reported to Snyder on Feb. 19 that Detroit was in a financial emergency and needed the state&#8217;s help to emerge from it. A review team first looked into Detroit&#8217;s books in December 2011, but stopped short of declaring a financial emergency. The second team began to pore over the city&#8217;s financial records this past December. Detroit faces a $327 million budget deficit, more than $14 billion in long-term debt and persistent cash flow issues. Bing said Thursday he has believed since taking office in 2009 that some kind of outside help is needed to address the city&#8217;s finances. &#8220;I&#8217;m more interested, instead of fighting Lansing, in working with them,&#8221; the first-term mayor said.
