More than a week after its launch, technical problems plague the website of the new federal health-insurance exchange. The Obama administration opened the service on Oct. 1, despite warnings of significant problems by major insurers and state healthcare officials.

According to White House strategist David Simas, the problem was a “question of volume and demand exceeding anything that people anticipated.”

Officials said there was plenty of time to improve the system, which keeps locking applicants out, before the insurance deadline on January 1.
