Capitol Car Chase Suspect Believed to Be Delusional, Emotionally Disturbed

A woman was shot dead by police outside the U.S. Capitol Thursday after an erratic high-speed car chase between two of the nation’s most recognizable landmarks. The driver, identified as 34-year-old Miriam Carey from Stamford, Conn., was said to be delusional and believed the president was communicating with her, according to an anonymous federal law enforcement official with knowledge of the investigation who spoke to the Associated Press.

Carey attempted to ram her black Infiniti into the White House before the crashing on a median near the Capitol, prompting police to open fire. A law enforcement source says she had been in a deteriorating mental state since December last year, the AP reports.

As investigators searched the car, they found an unexpected passenger: the driver’s one-year-old daughter. The young girl wasn’t seriously harmed in the crash and later taken into protective custody.

On CNN on Friday evening, Carey’s sisters questioned the police action that led to her death. “We will never know what Mariam was thinking in those last hours before she died, and we can only speculate,” said Valarie Carey. “Our real concern is why (this happened) and were things done properly? Was there some other way she could have been helped so that it didn’t end tragically?”

Carey worked as a dental hygienist in Hamden, Conn. until August 2012, according to NBC Connecticut. Her former boss, Dr. Barry Weiss, described her as “hot-tempered” but said “nothing in her behavior would have led us to think this would have happened.” Carey’s license to practice as a dental hygienist expired Thursday.

Dr. Brian Evans, who also oversaw Carey while she worked at the Hamden clinic, revealed she was hospitalized a few years ago. She “fell down some stairs and she had a pretty significant head injury,” Evans told the New York Daily News. As she recovered in the hospital, she discovered she was pregnant and “seemed happy,” he said.

Carey was ultimately fired from the practice in 2012, Dr. Weiss said, after “complaints about her from patients.”

Carey’s mother Idella told ABC News that Miriam was suffering from postpartum depression after the birth of her daughter a year and a half ago. “She was depressed,” Idella Carey said, adding that her daughter had “no history of violence.” According to a report from the Associated Press, Carey stopped paying association dues on her Stamford, Connecticut, condo in August 2010 and was sued by the condo association in November last year for $1,759 in unpaid fees plus collection costs. The lawsuit was settled in February.

Carey’s sisters said that she was being tapered her off her medications under the supervision of her doctor, and that she was feeling fine.

The chaotic incident began at the White House when Carey allegedly sped onto a driveway near the White House and attempted to pass a barricade. As police gave chase, the car sped about a mile down a main thoroughfare toward the U.S. Capitol building.

Video from TV network Alhurra, shot from the Capitol steps, showed Carey’s car ramming into a secret service car guarding the building. Gunshots were heard as the car appeared to back up, turn around, and speed off, as police again gave chase. The car got stuck in the median moments later outside the Hart Senate Office Building, when police could be heard firing again. Washington D.C. was brought to a standstill as fear and uncertainty gripped the city still reeling from last month’s shooting at the Washington Navy Yard.

Capitol Police chief Kim Dine called the incident an “isolated, singular matter” with no connection to terrorism. Police found no weapons in the car. A Secret Service member and a Capitol Police veteran were both injured in the incident but were expected to recover.

In the immediate fallout, as investigators worked to secure the area, Capitol Police gave orders to all employees at the U.S. Capitol to “shelter in place.” The legislative hub was put on lockdown for about 30 minutes.

At the time Ms. Carey was shot and killed her car was immobile and she was standing outside of the car. Unarmed and no longer a threat to anyone. Not to mention totally defenseless against heavily armed paramilitary with battle rifles who executed her as if she were shot by firing squad. Those are the facts of her shooting. What happened before and up to that point are irrelevant.

 The scene showing a number of officers with their guns on the ready plus others rushing into the scene brought to my mind the two prophetic movies made by Canadian filmmaker DENYS ARCAND. The first, released in 1986 was titled  THE DECLINE OF THE AMERICAN EMPIRE, and the second, OSCAR of best foreign movie of 2003, was titled THE BARBARIC INVASION. 

Mr Arcand said in an interview to Brazilian newsmagazine VEJA that the predictions presented in the first movie are already on the move as shown in the second movie. But they are not to be seen and understood by the commoner, the inuendos are subtle though sharp and caustic

Area Police Cause Panic in the Capital. Cops Slay Distraught and un armed Mother.

DC and Capitol Police create total panic in DC yesterday after discharging their fire arms at a distraught women fleeing in here vehicle with child in tow. DC and Capitol officials have yet to comment how 5 officers who had the vehicle surrounded not more then 2 ft away failed to see a 1 year child in the backseat. Officials have also failed to explain how a vehicle with no damage on the front of said vehicle rammed into a barricade that rendered one Police cruiser totaled..

Congress thanks police for causing complete panic in the capital. Police officials pat themselves on the back and thank their officers for a heroic shooting of un armed women.

Sorry the women using her car as a weapon is a joke, I've seen women dust there husbands and boyfriends in the mall parking lot with more intent then this. From the video i saw aside from backing into the cruiser clearly in panic she did a dam fine job at trying to avoid officers.

News Flash! If someone clearly isn't following verbal commands with guns drawn on her what in the hell makes you think shes not gong to try to drive around you. Second if someone is scarred out of their mind they are going to flee badge or no badge.

Note: take a look at the one officer on the right of the car in the video ... 2 things going through his mind as he quickly looks at the officer next to him ... Dude can you beleive this, or are you going too shoot, ill shoot, if you shoot.

I commend the officers who did not open fire. I only hope that the officers close to vehicle did indeed see the child and had problems getting that information through clogged radio chatter.

They did screw up repeated chances at stopping this car.

The car at rest still didn't have major damage from any sort of attempt at raming anything. The only damage i see is from attempts to stop her with bullets and trying to ram her off the road.

Was the women distraught, clearly. Did she flee, evade, and fail to comply, most definitely ... None of which warranted her shooting death! 

This occurring in the capital "a high risk area" still no excuse, even the Secret Service said their was no serious threat.

I saw the video. The officers nearly had their heads in the car before the mother made an escape. How could they have not seen the kid? They had to have, but they shot at the car anyway, and then finished the job after the crash.

What we need are those Capitol Police stationed on our Mexican Border!! Shoot first with no regards as to if you have a weapon or not! With in a week word of mouth would spread through out Mexico that the fence jumpers get gunned down and that would be an end to our illegal alien problem!!

I find the whole thing sad. I do have nagging question?: can anyone explain why all the cops have their guns out (ok- so they don't know what's going on), but then multiple shots are fired at a vehicle with a woman driving it, a child in the back seat, and no display of weapon at anytime? And why with multiple shots fired, is there no flat tire or busted out windows? What were they aiming at? Where did all the bullets go, up in the air, or are the keystone cops shooting blanks??

The saddest thing about the case is that Carey had her child in the back seat - she gives single mothers a bad name. I'm sorry if her WFC are being cut off by the fed gov - but maybe this shutdown will be a lesson to those who think they can indefinitely work the system.

Cops made big mistake.  It was like watching "Keystone Cops". They had numerous opportunities to stop her car with the police cars, but they didn't do it.  They need lessons in defensive driving, etc.  Everyone panicked.  A very sad ending and the little girl lost her mother.

She did hit a SS agent with her car and he was thrown onto the hood of her car and injured. She did have a weapon, a 2,000 pound weapon, a car, and she was using it.

Why would this 34 year old woman be considered a "suspect" when the world watched her on live TV as well as on dozens of other videos captures.  The big question isn't if she did it but why she thought she was entitled to an audience with President Obama.  She clearly thought she could just drive up to the whitehouse and be received like a dignitary.  Also, why haven't Jessie Jackson and Al Sharpton jumped on this potential black profiling and subsequent shooting?

In the last few weeks DC has seen two people with mental illness lose their lives at the hands of police.

Its time we dealt with the issue of mental illness as a society. The man with the guns was killing people, but why was this troubled mother killed? How did this unstable man have legal gun permits ?

She was un armed. Did she have to be shot ? Could they have wounded her in the arm or leg ?

The dysfunctional government has caused a lot of stress with the gov't shutdown and this may have added to the problem.Sane minds must prevail, and if there aren't any in DC, then we must find them elsewhere.

We must stop killing first and asking questions later. The woman was armed only with an infant, not an AK 47.

Mental illness needs to be discussed in our society. There are better ways to deal with it.

You do not think the little girl may have been out of sight on the floor board of the car do to fear. They were in a two door sports car with dark windows and we are talking about and one year old. I have seen and heard many arm chair cops before second guessing a shooting. unless you have been thru-it you do not know what the hell you are talking about. watching episodes of CSI and law and order does not make you an expert.

@oddegg69 SHOOT THE TIRES OUT!? I swear I had to log in with the sole purpose of verbally smacking you upside the head. This is not Hollywood so let me elaborate. Bullets...go through tires....bullets...hit the road...bullets fired at close range can deflect and hurt a lot of people.  Hitting a moving tire on a crowded street while the car is flooring is very very very hard to do, matter of fact would take several shots to do and would not cause the tire to deflate fast enough to stop this incident nor would the drive in her crazed state for it to prevent her running over dozens of nearby tourists crossing the various streets in DC this took place in.

Furthermore you risk injuring other officers who had the car surrounded, by time she became mobile and began moving forward and backing up the officers WISELY held their fire... I love armchair generals who have probably never trained or properly handled a firearm try to question the tactics of those have. I know for a fact you haven't done more then perhaps a random day to range shooting because you would not have asked such a silly question.

I am a single mother who suffered with postpartum depression and I definitely don't think she gave me or anyone else a bad name. She was a career woman who had her own business and a man at home..... How was she a single mother? Media need to stop making up stories and wait until the facts are confirmed. Those cops knew that baby was in the car. You can't tell me that they got so close that they didn't see the little girl there. Most car seats for that age group are bulky and very visible even in a 2 door car.

It is a shame and i feel for her daughter and family. we do need to offer help for the mental issues we have in this country. But that is not the fault of the police in this case or any case. They do not have time in a case like this to second guess. and you watch to much tv , about shooting people in the arm or leg, it does not happen that way. This is the real world not an episode of barney miller. the cops had a  threat on their hands they did not know her mental state or if a child was in the car. they did know they had a women trying to force her way into the white house and refused to comply with there orders, then speeds off to the capitol . have empathy yes but do not blame the police, unless you do that job you do not understand it.

Maybe instead of being so critcal of their decisons we should try and put ourselves in their place. She did use her car as a waepon and hit a SS agent injuring him. I wonder how you would feel if the SS agent was your relative and she had been allowed to kill him?

I expected someone to have this exact response and have your answer for you. As an American i don't need to be a cop or be in the situation too sit as a juror and judge their conduct.

Anti police not at all, I expect the police to act professionally. What we had here is clear cut case of mob mentality shooting death.

No different then a bunch of bikers who chased a scarred and fleeing SUV in NY, pulled the driver from the car and beat the driver, so i guess your saying they where justified because they where in the situation and where well with in their rights to shoot at the car if they had fire arms and kill they guy once they caught up with him. But low and behold the bikers who chased the fleeing SUV are being asked to turn them selves in.

There would have been allot of speculation but the video paints a significant picture.

Officer in Oregon gets shot at during traffic stop, He engaged the suspect, he refrained from shooting at the fleeing vehicle. Which had 3 kids in it. Commendable! He did his Job! and out of respect for him These DC police shouldn't be lumped in with this officer in any way shape or form.

If the responding units rolled up on the car a half mile down the road, hopped up on a shots fired report and opened fire on the vehicle their would have been 3 dead kids in the news. 

But by your statement since I'm not a DC cop ... I wasn't actually their ... the video doesn't paint a significant picture?

US Military in hostile lands use more restraint before they engage a target, who happen to be under constant threat of being shot at or blown to pieces every dam day! Now for the facts - you say they are trained very well. My point exactly- if they're so well trained how come there's a fusillade without so much as a flat tire or broken window as a result. And if someone's driving a car, without any display of weapon, why all the shots in the first place. Maybe THERE IS someone else in the vicinity.

Before you go off and insult everyone that doesn't agree with your view of the world, why not try seeing what the issues are in the first place.....

Show me where in proper police procedure the use of your BODY to block a suspects vehicle is recommended.

Show me where its deemed appropriate to fire on a fleeing vehicle.

I respect you right to have your opinion but its not based on anything other then a "how would you respond if you where their defense" .. And the answer is i would have controlled my self. Much like the many other officers who where actually their managed too do.

Still what you do not get in reference to the Oregon officer is he new and saw 3 children in the the car. every case is different. there may be after a full review of the shooting, information come out that the officers involved did not make the best judgement. The are not murders, the women in question placed her child in harms way and was acting irrational. Cause and effect that ended up a tragedy You have to be acop at the moment and time to understand what really happened. Stop the arm chair policing.

You know nothing about police work, procedure and in the moment excitement of a situation like that. I do I know that, because of your alleged benign post. Number one a car is a deadly weapon when used in the manner that miss Carey was using it. You are asking policemen to read her mind and know what her exact intentions are and that can not be done. Police are not rained to shoot tires out, most police shootings are within 25 feet and with split second decisions. When one policemen fires his weapon and there are other officers there with guns drawn, which by the way is what they are supposed to do in cases like that, they all have a natural reflex to fire. The fact that the child was not shot shows their expertise. I am a realist and someone who says it like it is ,i leave PC to liars and political types, which are one in the same. It has nothing to `do with my view of the world. It does have to do with my 30 years has a cop, who has been through a few shootings. I know the issues in this case. The only thing i and you do not know was it necessary for as many officer to fire and how many in fact did fire and why. The shooting appears to be justified .
