Obamacare Confusion in California Shows Pitfalls of Implementing the Law

California may be the most pro-Obamacare state in the country, but most Golden Staters who stand to benefit from the new health care law still don’t realize it.

A new survey of 2,000 uninsured Californians by the nonpartisan Kaiser Family Foundation found that 74% of those eligible for federal subsidies to help them buy insurance believe they won’t qualify or don’t know if they will. Of those who will be eligible for the state’s Medicaid program, called Medi-Cal, just over half say they know they can sign up under the Affordable Care Act. Among uninsured undocumented immigrants in California, who won’t be eligible for either program, the survey found that 49% believe they will able to sign up for Medi-Cal and 43% believe they will be able to shop in the state’s new insurance exchange.

Obama Administration officials are betting confusion over the Affordable Care Act will dissipate once new state insurance exchanges officially launch on Oct. 1. Millions of dollars in state and federal funds are being devoted to mass outreach and marketing campaigns to let Americans know that Obamacare is finally arriving in full and, with it, new ways for the uninsured to get health coverage. But there are signs that the rollout of the new federal health law may be bumpy. In addition to a lack of awareness about the new law, even in states like California where support for Obamacare runs deep, some of the new insurance exchanges won’t be launching on schedule. The District of Columbia announced Wednesday that its exchange, DC Health Link, will open Oct. 1 but won’t be equipped to determine if residents are eligible for Medicaid or be able to calculate federal subsidies that will lower the cost of coverage for many. Both are core functions of the exchanges. Similar delays have been reported in Oregon and Colorado.

Attracting large numbers of people to the exchanges, especially the young and healthy, is crucial to their function. If some of the exchange websites experience glitches, there’s a risk that potential customers could be turned off and not return once snags are resolved. A nationwide open-enrollment period that starts Oct. 1, during which individuals and families can sign up for new private-insurance plans and access federal subsidies to cover some premiums costs, will last until March 31. In California, a $45 million federally funded marketing campaign will run during this period and will include a series of television ads touting the state’s exchange, called Covered California.

California was the first state in the country to pass legislation to implement Obamacare in 2010, but marketing the exchange there is more complicated than elsewhere, in part, because of the state’s diversity, says Elizabeth Abbott, the director of administrative advocacy for Health Access, a consumer group in California. The Covered California website lists information in 13 different languages.

The state also has more uninsured residents than any other, with more than 7 million people lacking coverage. The state government and community organizations have received millions of dollars in Obamacare grants to conduct outreach campaigns and help uninsured residents sign up for coverage.

I wonder how Democare affects Kaiser? To get treatment, you have to sign a promise not to sue them. Back in the olden days a company I worked for switched to Kaiser, and we lost half our staff to competitors!

An entire article devoted to complete blather. Costs are soaring all over the nation for over bloated coverage that not only do people not want they simply don't need. There's no mention what-so-ever to the massive deductibles, the single insurer "market places" in many states, and the very restricted provider networks in nearly all states. Just opt out people. Save your money, you are going to need it when doctors opt out and only accept cash.

The blame for this must fall squarely on the program's advocates, for failing to communicate O'care's real message. Instead, O'care's critics have prevailed, painting the program as, ahem, an "assault on freedom." It isn't, of course, but cliches as this one has found itself in prime-time, O'care's advocates hadn't been doing their job.

@cloudninegirl  Having healthcare is a fundamental right for everyone-not just for those who can afford it.  How would you like to mortgage your home when you are retired and living past 65. Would you sell your home to pay for that 300k heart operation and then move in with your children? I am a Canadian and thank god we do not have these issues.  The Tea Party represents all that is wrong with your country.  You have these extreme politicians with polar opposite views that are dangerous when acted upon.  Four great leaders-Lincoln, JFK, RFK and Martin Luther King jr-all assassinated for believing in the civil rights movements.  All removed for their great visions and inspiring unification of blacks and whites.  Where I am going with this is, your country is truly like the "wild west".  Things are settled with a gun fight or in this case, a fight to dismantle what is good for your country from within your society starting with Obamacare.  The Tea Party will fight to no end even slitting their own throats to put the government and the country at a stand still. The congress will easily fund weapons and armaments with your taxes but not social needs like healthcare.

Take a moment and recall: Your side LOST the last election! Your side also LOST seats in BOTH Houses of Congress! The Supreme Court FOUND the law constitutional.

I don't pay attention to the Heritage Foundation (or whatever it's called) nor the WSJ (Mudock owned rag), because they promote an agenda that is inimical to regular Americans. And let's face it ...  Americans have an "average" IQ of 98, the same as a 14 year old (normal is 120) ... and they read, write and comprehend at an 8th grade level.

Covered California – the state marketplace for individuals, families and small businesses buying health coverage, and a core component of California’s implementation of the Affordable Care Act, is one of the only exchanges in the country that took advantage of the opportunity to employ “active purchasing” – using its purchasing power to negotiate with insurance companies for plans on behalf of California consumers.

"California’s major insurers are participating (13 plans statewide, 3-6 options in each region) and offering competitive premiums in this new marketplace with better benefits and new consumer protections. The scaremongers and opponents who raised fears of “rate shock” were wrong – the premiums were SIGNIFICANTLY LOWER than projected. Health insurance isn't cheap, but these premiums are competitive, with dramatic drops in premiums for some .... "

So if your state is a progressive one, with a Governor that acts in the best interest of his constituents ... your Health Care premiums would go down also ....

.... but if the Governor of your state, ACTIVELY stalls and barricades the implementation of the ACA ... well, you voted that man into office and you deserve what he does to you!

I love California ... affordable Health Care and we just made our minimum wage the highest in the nation.

Lincoln was arguably assassinated for civil rights, although of a far different meaning than in 2013. Grant far more than Lincoln had a vision of 'inspiring unification of blacks and whites', and even his vision did not show much unification. JFK clearly was NOT assassinated over civil rights, in fact other than his famous call to MLK Jr in Birmingham jail, he did virtually nothing on civil rights, certainly less that DDE had done or than Richard Nixon would have done.  RFK was assassinated by a Palestinian, how that relates to civil rights in the United States is rather a stretch.  Only MLK Jr. had and promoted a vision of unification and was assassinated for it.  

Federal funding for healthcare, via Medicare, Medicaid, CHIP, etc is over 21% of the Federal budget and over 5% of GDP, according to the Congressional Budget Office.  The total defense budget, which is mostly personnel costs and not 'weapons and armaments' is 20%.  That is before including the costs of Obamacare.  And it does not include any of the other 'social needs' spending

health care, yes. this isn't about health care. it's about insurance, which is not a right, it's a privilege. your (and millions of others') sense of entitlement is what's wrong with the country. why should i go out and try to find a better job that has benefits and try to improve my lot in life when i can just sit at home and suck on the government's teat, right? god you're pathetic

So do not worry about the Tea party here in The U.S> just be concerned about how cold things will be in Canada this winter and your taxes you have to pay and lets not forget still kissing the Queens Ass. @dhmm6531 @cloudninegirl We have this little concept called SEPARATION OF POWERS and it seems pretty clear that a majority of the American people voted to enforce that separation of powers. Yes, the Supreme Court upheld the law as a tax, that is all that they upheld. The Supreme Court expressly made it clear that no American is required to buy anything and the tax must remain at a low level that would compel or coerce anyone into involuntarily engaging in commerce. So frankly, no one has to buy anything, anyone can choose to pay or not pay the tax (as it is both easily to avoid legally and nonpunitive, therefore only enforceable on those too stupid to know tax and payroll law). Therefore, since you are a grand champion of this spectacularly badly crafted law you should be willing to do you fair share and buy many, many, many, extra policies to make up for all those that will not be purchased by more intelligent and financially literate citizens of this nation.

@MarcusTaylor please check your statistics. "Average" IQ is 100, "normal" range is 90 - 100.  IQ does not change significantly over a lifetime. Average and normal range for 14 years is same as average and normal range for 40 year olds.

@cda @ABulletForCinde Exactly right. We could explain if people can wait until they're sick to get insurance, it makes impossible for insurance companies to assess risk. That means insurance companies will raise premiums &/or deductibles significantly in order to cover themselves. Plus the lack of acceptance, especially by the young, means taxes will soar. Plus all the fraud that always occurs with government run programs will also drive up cost. Not mention what this law will do to the medical professional.

Oh yeah, there's also that freedom thing, the government can now make you buy something even if you don't want to.

But none that matters cause Obama is cool plus he knows Jay Z--- God help us.

@TruthWillSetYouFree @pcncyh @cloudninegirl You forgot to remind our Canadian visitor that Lincoln was the first Republican president, that it was majority Republican Congresses that passed the 13th, 14th, 15th, and 19th Amendments to the Constitution while Democrats screeched and squealed about their "manifest destiny" to own other people (as they now want to own us all). Our Canadian friend also seems to be aware that JFKs Democrats were the party of Jim Crow in the South and it would take Nixon and Reagan to finally run the bigots out of the south.

People will not seek the least expensive solution if they think someone else is footing the bill. And that is human nature which the liberals continue to ignore. This is similar to their belief that gun laws will be followed by criminals and the insane. That's worked out so well for Chicago.....
