An Army contract announced Monday:

McMillen LLC, Boise, Idaho, was awarded a firm-fixed-price, option-included contract with a value of $10,088,000 for the maintenance and development of ponds in Napa, Calif., with the goal of creating habitat for marsh species.

Napa is a city of 78,000 a long-stemmed wine glass north of San Pablo Bay, which is just north of San Francisco Bay. Its top attractions including the Napa Valley Wine Train, the Navy Valley Opera House and the Silverado Resort.

Then again, maybe the Army Corps of Engineers will sequester the scum.
