While we normally associate Operation Enduring Freedom with Afghanistan, it also applies elsewhere.
from the DOD casualty status page--

OPERATION ENDURING FREEDOM (Other Locations), includes casualties that occurred in Guantanamo Bay (Cuba), Djibouti, Eritrea, Ethiopia, Jordan, Kenya, Kyrgyzstan, Pakistan, Philippines, Seychelles, Sudan, Tajikistan, Turkey, Uzbekistan, and Yemen.

Now if this photo caption is correct OEF also includes the 5th Fleet AOR. Plus other places, I imagine, including in Central Africa. That makes OEF Pentagon-speak for the Global War On Terror, doesn't it?
