— the Army Contracting Command (that would be the buyer) and the Army’s Office of the Judge Advocate General (that would be the lawyer) just explained why they are going sole source on some legal software:
Hotdocs will provide continued maintenance of its proprietary software. This software is needed to create Powers of Attorney and other documents with specific language for each State…Any other software would cost the government the procurement price of new software, its maintenance cost, and considerable cost redoing all the work previously done with training Hotdocs software.
Kinda sounds like the Navy’s arguments for keeping wind-powered sailing ships. Following that “logic” means this company has a lock on this contract…forever.
