The percentage of State Department personnel in sensitive positions subject to annual drug tests, according to a new inspector general’s report. The department’s own plan calls for 10% of such employees — about 1,500 — to be tested each year. Forty percent of State Department personnel in those sensitive slots serve overseas. None is tested for drug use.
